To add a Layer

1. In the Menu, click Edit - Add Layer.
2. In the LayerNameInputDialog window, in the Layer Name textbox, type in a new name or use the default name (e.g. Layer0001).
   
3. Layer0001 is added to the Layer Area.
   
4. Layer Toolbar is also enabled.
   

When you select a layer other than base in the Layer Area, the Layer Toolbar is enabled. When you select the base layer, Layer Toolbar is disabled.
